Is an AI provider connection the same as ToolJet's builder BYOK?

No. A data source calls a provider from your application using that connection's credentials. Builder BYOK is a separate feature for AI-assisted app building and is not available on ToolJet Cloud. Check provider charges and your ToolJet plan separately.
